
Syrian President Ahmed al-Sharaa issued two decrees on Sunday, July 5, establishing the Syrian University for Security Sciences and the National University for Defense Sciences.
Decree No. 146 stipulated the establishment of a public scientific entity with administrative status specializing in security sciences, named the Syrian University for Security Sciences.
The university includes several educational, research, and training institutions, including the Higher Institute for Security Sciences, the Faculty of Security Sciences, the Faculty of Cybersecurity, the Center for Security Studies and Research, the Technical Institute for Security Sciences, and the Technical Institute for Cybersecurity.
Decree No. 147 stipulated the establishment of a scientific university specializing in education and training in military sciences, named the National University for Defense Sciences.
According to the decree, the university consists of the Higher Military Academy, which includes the National Defense College, the Higher War College, and the Command and Staff College.
It also includes several other colleges, including the Air Military College, the Naval Military College, the Land Military College, the Faculty of Humanities and Administrative Sciences, the Higher Institute for Applied Sciences and Technology, and military technical institutes.
The two presidential decrees stipulated that the two universities will have legal personality and financial and administrative independence.
The decrees stated that the headquarters of both universities will be in Damascus, with the possibility of establishing affiliated colleges, institutes, and centers in Damascus and other governorates.
Talks to Establish a Military Sciences University
The presidential decrees came days after Minister of Higher Education and Scientific Research Marwan al-Halabi held talks with a delegation from the Ministry of Defense headed by Maj. Gen. Salim Idris. The talks addressed ways to develop cooperation in training, qualification, and military education, as well as a project to establish a military sciences university to support academic education in the new Syria.
The Ministry of Higher Education said on June 24 that the meeting came within the framework of the national vision to build solid institutions in the new Syria, based on knowledge, discipline, and competence, and founded on developing an educational system capable of supplying various state sectors with scientifically and professionally qualified cadres.
The ministry explained that the meeting discussed the project to establish a military sciences university, describing it as a qualitative step to support specialized academic education and develop military qualification tracks according to modern scientific standards. The ministry said these standards would contribute to preparing national competencies capable of serving state institutions and strengthening the path of reconstruction and stability.
The ministry affirmed that it will continue working with the relevant authorities to develop specialized educational models that keep pace with the needs of the current phase and consolidate the role of science and knowledge in building the future of the new Syria.
Syria is going through a foundational phase in the fields of security and defense, as the Interior and Defense ministries work on a new structure after the dissolution of the army and security agencies affiliated with the Assad regime, following its fall on December 8, 2024.
